You could just look into the festivals that happen around. Tons of photographers attend TF8 [link] and I see them at most of the events we go to. Most are just freelancers and the performers always seem happy to have their pic taken. You may want to check in with the host of the individual event you were interested in, but for the most part it seems they are okay with freelancers roaming about. ;P

So SF is way to far for me to travel at this point right now.
